This FIRST one is correct looking at my PC with Timezone +7 GMT

set on PC with thai time and timezone +7 set for 2300 hrs start
this one reads correct on the PC with Timezone +7

set on PC with thai time and timezone +7 set for 1600 hrs to start
this one reads wrong on time zone +7
